fixes v4.3:

- fixed small chance of delay regen not working after health reduced (this one is tough, i hope there'll be no more gap for this bug, let me know if this bug still exist)

About this mod:
- max regen is limited based on max health%
- regen speed is based on max health% and max regen%
- blood effect will appear when your health is low
- blood effect appearance will be based on max regen% too
- This regen has a delay timer before starting health regen
- The delay timer will reset if the player takes damage
- Regen speed is slow except when crouching and riding any vehicle
- Regen speed will remain slow when crouchwalking
- There is a .ini file in this mod for mod customization
