Nice Plymouth!
I'm playing with it in SAMP (though there's a bug that if you don't replace handling strings then you can only install muffler tips on right side, getting rid of left muffler tip), and world textures don't blink in singleplayer (because NFSUC meshes are in acceptable quality to work in GTA San Andreas)! But sadly, that it's only IVF version (and I don't play with IVF and I don't adapt my mods to work with IVF) and not adapted for vanilla GTASA lights. 
Still, nice work on this Muscle Car! 10/10
