I don't know who originally made this model of the Tornado, I also saw some very identical models for GTA IV and V too. The only thing I know is that it was first released for SA by Automan as the Declasse Cabbie.
I recently tried to convert it into a police version, after seeing your comment about a 4 door version in YouTube comments section. But it didn't look so good, because of the flattened tail fins and some missing features.
Whoever originally made this model should've kept the pointed tail fins and features of the original Tornado, this would make this car looks even more better. But the current one still not looking that bad either!
