Added a rally track in El Burro Heights

V 1.1 - Improved dynamic barriers , bugs and minor enhancements
V 1.2 did not go as I expected
V 1.3 added lights to run at night, improving some barriers, and relocation of cones and barriers

@alex13st Checkpoint script you know? like in Hao Street Races (side mission like thing). Anyway it's just my sugesstion, God speed on your mod....
